한국은 2020년에도 노동권리지수 5등급을 벗어나지 못하였다.

국제노총(ITUC)은 2014년부터 매년 세계 각국의 노동권리지수를 조사 발표하고 있다. 각 등급의 의미는 다음과 같다.



한국은 조사 이래 5등급을 벗어난 적이 없다. 노동존중 정부가 들어서도 한국은 여전히 5등급, 노동권이 지켜질 보장이 없는 국가이다.

국제노총은 보고서에서 문재인 정부가 집권  후 3년이 지났음에도 불구하고 ILO 핵심협약 비준에 실패하고 있으며 플랫폼 노동자, 자영업자, 비정규직 노동자, 프리랜서, 계약직 노동자들의 노동권이 제대로 보장받지 못하고 있음을 지적하였다.


In South Korea, three years after coming to office,President Moon Jae-in’s administration still failed to ratify core ILO Conventions 87 and 98 on

freedom of association, the right to organise and collective bargaining, despite manifesto pledges.


Furthermore, the administration seemed to be on the brink of further restricting the rights of atypical workers, namely workers in the informal economy,platform workers, self-employed, freelancers, nonregular and contract workers. These workers were already vulnerable to severe violations, as they did not benefit from the protection of the labour laws.


KCTU and FKTU organised mass rallies in April and November 2019 to demand better recognition of rights for all workers and equal treatment for

irregular workers. In 2019, 7.48 million workers in South Korea were non-regular workers, part-timers and outsourced labourers, accounting for 36.4 percent of the country’s salaried employees. (보고서 링크)


노동존중을 입으로만 하고 있으니 당연한 결과이다.


2020 ITUC Global Rights Index: violations of workers’ rights at seven-year high (노동자의 권리 침해가 7년만에 최고에 이르렀다)


This trend, by governments and employers, to restrict the rights of workers through limiting collective bargaining, disrupting the right to strike, and excluding workers from unions, has been made worse by a rise in the number of countries that impede the registration of unions.


An increase in the number of countries that deny or constrain freedom of speech shows the fragility of democracies while the number of countries restricting access to justice has remained unacceptably high at last year’s levels.


A new trend identified in 2020 shows a number of scandals over government surveillance of trade union leaders in an attempt to instill fear and put pressure on independent unions and their members. (전문보기)
